"Distribution of social assistance is a government effort to overcome poverty and improve people's welfare. Presidential Regulation Number 63 of 2017 concerning Non-Cash Distribution of Social Assistance was issued to improve efficiency, accountability, and targeting accuracy. However, its implementation in Cilacap City still faces obstacles such as inaccurate recipient data, lack of socialization, and limited infrastructure. This study aims to determine the implementation of the Presidential Regulation in Cilacap City, with a focus on the impact on aid recipients, the effectiveness of administration and distribution, and challenges in the field. The formulation of the research problem is how the implementation of Presidential Regulation Number 63 of 2017 in Cilacap City and how the review of maslahah mursalah relates to the distribution of social assistance.\r\nThis study uses an empirical juridical method by prioritizing the General Principles of Good Governance (AAUPB), the theory of legal effectiveness, and the concept of maslahah mursalah as an analytical framework. Data were collected through interviews, observations, and documentation from related parties such as the Social Service, distribution agents, and aid recipients in Cilacap City. Data were analyzed qualitatively to understand the implementation of the policy in depth. AAUPB was used to assess the suitability of the implementation with the principles of good governance, while the theory of legal effectiveness measures the achievement of policy objectives. The concept of maslahah mursalah was used to assess the suitability of the policy with the principles of maslahah in Islam.\r\nThe implementation of Presidential Regulation Number 63 of 2017 in Cilacap City has increased transparency, accountability, and efficiency in the distribution of non-cash social assistance. However, challenges such as inaccurate targeting of recipients, inaccurate data, and limited financial infrastructure in remote areas are still obstacles. From the perspective of maslahah mursalah, this policy is in line with sharia principles to protect important aspects of maqasid asy-syariah and meet the basic needs of the community. However, injustice in the distribution of assistance still occurs, where recipients who do not meet the criteria still receive assistance, while those in need are neglected. To increase effectiveness, improvements are needed in data verification, transparency, and coordination between the central and regional governments, so that this policy is more in line with the principles of maslahah mursalah and has a greater positive impact on community welfare."^^ .
