One of BWM Almuna Berkah Mandiri's flagship programs, Halaqah Mingguan, aims to improve customer welfare through a group approach and business development based on sharia principles. However, the implementation of this program faces a number of risks that can hinder the effectiveness and success of empowerment goals. This study aims to identify risk conditions and their impacts on program implementation, as well as explore the risk management strategies implemented. A qualitative approach with descriptive analysis methods is used to explore program dynamics in depth through interviews and field observations. The results of the study indicate that the risky conditions identified in the implementation of the program stem from internal factors, such as inconsistent member attendance, adjustment of new members, and lack of Supervisor HR, as well as external factors, such as the pandemic and requests for premature disbursement of financing. These risks have an impact on the potential for stopping access to financing and knowledge transfer in developing the capacity of micro-enterprises. To respond to this, the institution has implemented risk management through the stages of identification, measuring probability and impact, and risk management. However, the Three Scale Matrix approach used in risk measurement is considered inadequate because it is qualitative in nature, so it has not been able to classify the level of impact in a measurable manner. Risk reduction strategies are applied to high priority risks, while risk sharing strategies are used for medium priority risks.
