"Marriage in Islam has certain requirements and pillars that must be fulfilled\r\nto be considered valid according to religious teachings. However, in Magetan\r\nRegency, there is an additional requirement for marriage administration, namely\r\nthe obligation to plant a tree as regulated in the Magetan Regent Regulation\r\nNumber 11 of 2020 concerning the Mandatory Tree Planting Movement. This\r\nregulation requires prospective brides and grooms to plant a tree before receiving\r\na marriage recommendation from the Village Head or Urban Village Head.\r\nAlthough the intention is to support environmental sustainability, this policy is not\r\noutlined in the requirements for marriage under Islamic law or in the positive law\r\napplicable in Indonesia. Therefore, this study aims to examine the implementation\r\nof this regulation in Magetan Regency, particularly in the Panekan Sub-district\r\nReligious Affairs Office (KUA), to determine whether policy implementers are\r\napplying this regulation in accordance with the prevailing rules or if they are\r\ndeviating from them.\r\nThis study uses a juridical-empirical approach with a descriptive\r\nqualitative method. Data were obtained through interviews with marriage\r\nregistrars, KUA (Religious Affairs Office) officials, and village officials responsible\r\nfor handling marriage documentation for prospective brides and grooms, as well\r\nas through direct field observations of the policy implementation in the Panekan\r\nSub-district.\r\nThe research findings indicate that the views of marriage registrars and\r\nKUA officials regarding this policy are varied. Some view the requirement to plant\r\na tree for prospective brides and grooms as merely an additional regulation, unlike\r\nLaw No. 1 of 1974 and the Compilation of Islamic Law, which are applicable\r\nnationwide. Others see this rule as an added burden for the marriage requirements\r\nof the prospective couples. In terms of implementation, it was found that the\r\nenforcement of this regulation has not been fully effective due to a lack of good\r\ncommunication between policy implementers, weak disposition among the policy\r\nenforcers, and the absence of operational standards as outlined in the Magetan\r\nRegent Regulation Number 11 of 2020. Overall, this study concludes that the\r\nimplementation of Magetan Regent Regulation Number 11 of 2020 in the Panekan\r\nSub-district KUA area has not been fully optimal, as evidenced by the limited\r\nnumber of marriage registration files that include a certificate of tree planting.\r\nAdditionally, various villages have not fully enforced this regulation strictly or have\r\ntreated it more as a recommendation rather than a binding rule that must be\r\nfollowed by prospective brides and grooms."^^ .
