"Halal certification constitutes a fundamental component of the\r\nnational halal product assurance system, aiming to protect Muslim\r\nconsumers and enhance the competitiveness of domestic products.\r\nFollowing the enactment of Law Number 33 of 2014 concerning Halal\r\nProduct Assurance, Micro, Small, and Medium Enterprises (MSMEs) in\r\nthe culinary sector are mandated to obtain halal certification. However,\r\nin Mataram City, MSME participation in the certification process\r\nremains low, despite the city's strategic status as a global halal tourism\r\ndestination. This study focuses on analyzing the factors contributing to\r\nthe low implementation of halal certification and assessing the\r\nsignificance of the regulation from the perspective of maṣlaḥah\r\nmursalah.\r\nThis research employs a juridical-empirical approach using\r\nqualitative methods. Primary data were obtained through interviews\r\nwith culinary sector MSME actors and the Halal Inspection Agency\r\nWildanun Mukhalladun (LPH WM) in Mataram City, while secondary\r\ndata were collected through a literature review of relevant regulations\r\nand scholarly sources. The theoretical framework integrates Soerjono\r\nSoekanto’s theory of legal awareness and compliance and Imam al-\r\nGhazali’s concept of maṣlaḥah mursalah to evaluate the success of\r\nregulatory implementation in the context of economic welfare.\r\nThe findings reveal that the implementation of halal\r\ncertification regulations among culinary sector MSMEs in Mataram\r\nCity remains limited due to low procedural understanding, insufficient\r\nintensive outreach, as well as cost and process complexity barriers.\r\nAlthough normatively the regulation aligns with the principles of\r\nmaṣlaḥah mursalah in safeguarding public welfare, its positive\r\neconomic impacts such as increased sales, expanded market access, and\r\nenhanced competitiveness have not been widely realized.
