Ag abstract: Halal certification constitutes a fundamental component of the national halal product assurance system, aiming to protect Muslim consumers and enhance the competitiveness of domestic products. Following the enactment of Law Number 33 of 2014 concerning Halal Product Assurance, Micro, Small, and Medium Enterprises (MSMEs) in the culinary sector are mandated to obtain halal certification. However, in Mataram City, MSME participation in the certification process remains low, despite the city's strategic status as a global halal tourism destination. This study focuses on analyzing the factors contributing to the low implementation of halal certification and assessing the significance of the regulation from the perspective of maṣlaḥah mursalah. This research employs a juridical-empirical approach using qualitative methods. Primary data were obtained through interviews with culinary sector MSME actors and the Halal Inspection Agency Wildanun Mukhalladun (LPH WM) in Mataram City, while secondary data were collected through a literature review of relevant regulations and scholarly sources. The theoretical framework integrates Soerjono Soekanto’s theory of legal awareness and compliance and Imam al- Ghazali’s concept of maṣlaḥah mursalah to evaluate the success of regulatory implementation in the context of economic welfare. The findings reveal that the implementation of halal certification regulations among culinary sector MSMEs in Mataram City remains limited due to low procedural understanding, insufficient intensive outreach, as well as cost and process complexity barriers. Although normatively the regulation aligns with the principles of maṣlaḥah mursalah in safeguarding public welfare, its positive economic impacts such as increased sales, expanded market access, and enhanced competitiveness have not been widely realized.
