The issue of halalness is part of the consistency of Muslims in practicing their religion and beliefs. On the other hand, the government is also interested in providing added value to trade through halal products, one of which is through intervention in legal instruments in the form of labeling and certification of halal products. From the New Order regime to the Reformation era, various changes in regulations regarding halal products have been enforced. From the perspective of legal politics, legal change regulations are part of political products related to political and authoritarian configurations. This configuration will then produce legal products that are repressive and orthodox in character, while a democratic political configuration will produce responsive and populist legal products. Although it is stated that this categorization is not always absolute, the emphasis of the research is directed at the postulate of the law. From here, the author wants to prove the theory of legal politics through the case of the formation of the JPH Law The formulation of the problem is proposed to obtain findings in this study. What changes are there in the dynamics of halal product legislation?; What caused the changes in Law Number 33 of 2014 concerning JPH until finally, the changes were implemented in Law Number 11 of 2020 concerning Job Creation and Law Number 6 of 2023 concerning the Stipulation of Perpu 2 of 2022 concerning Job Creation into Law? What are the political configuration and legal character of its enactment? Furthermore, what is the concept of legal politics in the dynamics of politics in Indonesia in the case of the JPH Law? This research method is analytical descriptive with normative juridical legal research. The object of the research is legal politics against the JPH Law. This research uses a statute approach historical approach) and conceptual approach. The data sources needed are secondary data with various qualifications, which are then collected and analyzed according to the research objectives. The implementation of regulations on JPH in Indonesia has 2 (two) phases: the first is the voluntary phase, and the second is the mandatory phase. In the mandatory phase, government policy (legal politics) has shifted from prioritizing consumer and producer protection towards added value trade through job creation and investment. From the perspective of legal science, changes in the JPH regulation include aspects of the types and classifications of legal regulations. The function of regulations is both regulation and implementation—the content of the regulations.In Mahfud MD's legal, political theory, the relationship between linear political configuration and the resulting legal products does not always apply. This can be influenced by the presence of other variables, namely intervening variables.
