Child marriage remains a complex social issue in this region, primarily driven by economic hardship, low levels of education, cultural norms, and limited reproductive health literacy. This research employs a qualitative approach using a case study method. Data were collected through observation, in-depth interviews, and documentation. The findings reveal that the village government's communication strategy is multisectoral and participatory, involving the Children’s Forum, SAPA Forum (Safe Women and Children), the Subuh Prayer Movement (GSB), social media platforms, as well as outreach to schools. Interpersonal and group communication approaches are used to strengthen community engagement, while mass communication via social media helps reach a broader youth audience. Communication components, including communicators, messages, media, and audiences, are strategically structured to align with local contexts and the characteristics of the target population. The effectiveness of this strategy is evidenced by the reduction in child marriage dispensation cases, from 9 cases in 2022 to zero cases by early 2024. Supporting factors include the commitment of village leadership, community participation, and the presence of youth and women empowerment forums. Barriers identified include strong traditional cultural norms, limited infrastructure, and low levels of digital and educational literacy. This research highlights the importance of a development communication approach that is dialogical, educational, and community-based in transforming social norms related to child marriage. Well-planned and collaborative communication strategies have proven effective in fostering collective awareness and establishing new norms that better protect children's futures. %Z Dr.H.
