Although there has been an increase in HDI over the 2013–2023 period, significant disparities remain in several provinces in Indonesia, particularly in the eastern regions. This study aims to analyze the determinants of HDI in the 10 provinces with the lowest HDI scores, namely Papua, West Papua, East Nusa Tenggara, West Sulawesi, West Kalimantan, West Nusa Tenggara, North Maluku, Gorontalo, Maluku, and Central Sulawesi. The independent variables analyzed include health expenditure, education expenditure, and minimum wage. . This study employs a quantitative approach using secondary data obtained from BPS and DJPK for the 2013–2023 period. The analysis technique used is panel data regression with three models: the Common Effect Model (CEM), Fixed Effect Model (FEM), and Random Effect Model (REM). The results indicate that health expenditure and minimum wage have a positive and significant influence on HDI. Education expenditure have a negative and significant influence on teh HDI. The high coefficient of determination suggests that these variables significantly explain variations in HDI. The study concludes that increasing budget allocation for the health and education sectors, raising the minimum wage, and optimizing PAD contribute to improving HDI in regions with low HDI categories. The policy implications proposed include the need for equitable investment in the education and health sectors, as well as enhancing regional fiscal capacity to accelerate human development growth. %Z Dhiyaul Aulia Zulni, M.E.
