This is regulated in Law Number 23 of 2002 concerning Child Protection which ratifies the 1989 UN Convention on the Rights of the Child. In this regulation there are provisions regarding the prohibition of exploitation of children, but what if the child himself opens up the opportunity by violating the provisions that protect him. The activities carried out by the child are risky for the child's future, life-threatening, disturbing the social environment, prone to becoming a victim, and difficult in legal handling. It is likely that the child will become a victim in a case like this if confronted with an adult. This shows that there are problems in efforts to protect children in terms of preventing children who provide prostitution services, therefore the author wants to research and find one of the problems of weak regulations and implementation regarding child protection, especially in cases of prostitution practices by children.  This study uses an empirical legal research method with a legislative approach and case analysis study, as well as research with observation, interview and data collection methods at DP3AP2 DIY with resource persons from the Expert Community Empowerment Movement (PSMA) and the Yogyakarta City KPAI with resource persons from the legal section commissioner. The theory used is Albert J. Reiss's Criminology-Control theory which specifically analyzes child crime. Used to analyze why children can fall into this kind of action and how their protection reacts according to the theory of control criminology.  The results of the study on this matter indicate that the factors that influence the weak protection of children as well as the prevention of child prostitution itself are due to weak personal control and social control. Legally, there is no clear component of boundaries by social control for internal children. In terms of implementation, there is a lack of knowledge, serious enforcement of boundaries for children and control within children by the social control closest to the child (family and education center). On the other hand, the rules regarding child protection are more focused on restrictions (punishment) against external children and the lack of massive control within children (serious enforcement) among social control stakeholders. This has an impact on children who have a very great urgency of protection. Children become too free to do things that are risky to themselves without knowing what they are doing so that it can threaten their future. This phenomenon also proves the need for evaluation and improvement of social control stakeholders in order to protect children from positive rules and their implementation. This child's freedom has an impact on the emergence of abuse of human rights due to the absence of clear boundaries.
