The single candidate phenomenon that occurred in the 2024 elections reflects the decline in the quality of local democracy. The dominance of political parties in large coalitions, weak regeneration, and the lack of alternative candidates are the main causes. Although ahead of the 2024 Pilkada the Constitutional Court has regulated explicitly through decision No. 60/PUU-XXII/2024, the reality is that people in many regions are only faced with one choice, namely a single candidate against an empty box. Therefore, the researcher formulates the problem of how the single candidate for the 2024 regional election is proposed by the coalition party in it and whether the single candidate for the 2024 regional election is in accordance with the function and role of the party in the legislation. This research is a type of normative legal research, with the nature of descriptive-analytical research. The approaches used in this research include statutes approach, conceptual approach. The primary legal sources used in this research are Law Number 10 of 2016 concerning the Second Amendment to Law Number 1 of 2015 concerning the Stipulation of Government Regulations in Lieu of Law Number 1 of 2014 concerning the Election of Governors, Regents and Mayors into Law. Case decision 60/PUU-XXII/2024. The results show that juridically, the nomination of a single candidate by a party or coalition of political parties does not contradict Law Number 10/2016 and is strengthened by Constitutional Court Decision Number 60/PUU-XXII/2024. However, constitutionally and democratically, this practice raises concerns because it reduces the people's political choice space and dwarfs the meaning of popular sovereignty. From the perspective of the function of political parties, the phenomenon of a single candidate in the 2024 Pilkada, the dominance of one candidate due to a large coalition shows the failure of the party in carrying out the function of cadre recruitment.
