One of the contributing factors is the traditional practice known as Tunggon, where the prospective groom lives at the bride's house prior to marriage. This custom often involves underage girls, contrary to the legal minimum marriage age. In response, the community, alongside local government and relevant institutions, initiated the Anti-Tunggon program aimed at discouraging the tradition and thereby preventing early marriages. This research employs a qualitative method with a socio-legal approach. Data were collected through in-depth interviews, documentation, and literature review. The study was conducted in Karangtengah Village, Karangtengah Subdistrict, Wonogiri Regency. The data analysis was carried out using descriptive-analytical techniques, applying Soerjono Soekanto?s theory of legal effectiveness as the analytical framework. The findings indicate that the Anti-Tunggon program has been effective in hindering early marriages in the village. This is evidenced by behavioral changes in the community, a decline in early marriage rates, and the implementation of social sanctions against violators of the declaration. The success of the program is attributed to the active role of village authorities, community leaders, and institutional support through youth health posts and routine counseling. The program demonstrates that combining cultural awareness with formal legal measures can produce significant social change.
