abstract: Village autonomy is the right, authority, and obligation of a village to
manage its own governmental affairs and the interests of its local community, based
on the customary rights and traditions prevalent in that village. Nagari Tiumang
has a population composed of various ethnic groups, and the presence of
indigenous ethnic groups provides an opportunity to study how village autonomy
can be implemented while considering local values and wisdom. Nagari Tiumang
is also a destination for transmigration from Java, which adds to the social and
cultural complexity of the area. With village autonomy, it is hoped that the village
can be more responsive to the needs of its residents and able to develop local
potential optimally. This study focuses on the implementation of village autonomy
in Nagari Tiumang, with an emphasis on infrastructure development, public
services, and financial management, as well as a review of constitutional political
theory.
This research is a type of empirical legal research, the research method used
is qualitative with a descriptive-analytical approach. Primary data is collected
through field research and interviews, which provide a direct picture of the
implementation of nagari governance. Data sources include information from the
implementation of village autonomy obtained from interactions with the community
and local officials.
The results of the study indicate that the implementation of village autonomy
in Nagari Tiumang has been quite effective, with the Wali Nagari (village head)
having flexibility in decision-making and budget management. Increased
community participation in the development process is evident from their active
involvement in deliberations and decision-making. However, this study also
identifies several challenges, such as delays in the disbursement of the Regional
Revenue and Expenditure Budget (APBD) funds and a lack of public understanding
of the requirements for public services. From the perspective of Siyasah Dusturiyah,
this study emphasizes the importance of the principles of social justice,
accountability, and transparency in the management of village autonomy. Village
autonomy in Nagari Tiumang can serve as a model for the implementation of good
governance principles, provided that existing challenges are addressed through
effective collaboration between the government and the community. These findings
are expected to contribute significantly to the development of more responsive and
sustainable village autonomy policies in Indonesia.
