Pemalang Regency is one of the areas with a high number of marriage dispensations, influenced by social, cultural, and economic factors. The practice of early marriage has a negative impact on the welfare of children and women, such as health risks, dropping out of school, and poverty. This study aims to analyze the implementation of changes to the marriage age limit at the Pemalang Regency Religious Court and identify supporting and inhibiting factors in its implementation. This study uses an empirical legal method by combining literature studies and interviews with Pemalang Regency Religious Court Officials. The Maqashid Syariah approach is used to assess the benefits and impacts of early marriage, with a focus on protecting religion, soul, mind, descendants, and property. Primary data were obtained from court documents and interviews, while secondary data came from related laws, journals, and books. The results of the study indicate that the Implementation of Law Number 16 of 2019 in the Pemalang Religious Court has not been enforced properly, as seen from the low level of selectivity in granting requests for marriage dispensation. Soerjono Soekanto's law enforcement theory highlights the need for changes in the legal culture of society and adequate social support. The Pemalang Religious Court has not carried out its law enforcement function optimally in granting marriage dispensation, with considerations that prioritize pragmatic reasons rather than protecting children's rights according to the principles of Maqashid Syariah. This has the potential to ignore the protection of the soul, mind, and descendants, and increase social risks such as early divorce. Therefore, the Pemalang Religious Court should review the process of granting marriage dispensation to be more selective and careful, and set stricter terms and criteria. %Z Dr. Siti Jahroh S.H,M.SI.
