Hamim Ilyas, M.Ag. abstract: Perusahaan Umum Daerah Air Minum Tirta Rangga(Perumda TRS) is a regionally owned enterprise engaged in the provision of clean water services. As a public sector entity, Perumda TRS is expected to deliver high-quality services. However, in practice, customer complaints still arise, such as murky water and suboptimal service delivery. This indicates that consumer protection, as regulated in Article 98 of the Regional Regulation of Subang Regency and Law Number 8 of 1999 concerning Consumer Protection, has not been implemented effectively. This study aims to analyze the form of legal protection provided to consumers using Perumda TRS services and to evaluate the challenges and solutions for improving service quality, not only from a consumer protection perspective but also by incorporating the principles of Maqashīd syariah according to al-Ghazali. The research adopts both normative and empirical juridical approaches. The normative juridical approach is used to examine relevant laws and regulations as the legal basis for consumer protection, while the empirical juridical approach involves field observations and interviews with customers and internal parties of Perumda TRS to obtain factual data on service practices and consumer responses. The findings indicate that although Perumda TRS has made efforts to comply with legal requirements, shortcomings remain in water distribution and response to customer complaints.
