Thus, the software quality assurance plays an important role in software industry so that they can survive in the market, but, unfortunately it's oftenly ignore by the small-scale developers with limited resources due to it is complexity and expensiveness. Therefore, a reference model of software quality assurance that can be applied on a small scale software development is clearly needed According to Sommerville (2003) and Fatwanto (2012) it is impossible to guarantee all of the quality factor in software development, thus, in this research we have tried to figure out the most important factor based on user assesment then give a focus on them. Therefore, these factors can be utilized to construct the refference model of quality assurance for small-scale software development . This reseacrh used quantitative methodology, survey methods and research instruments such as questionnaires. In this research, as well as validating the McCall’s quality factor for product operation aspects with the indicators by using Kendall Tau and Spearman Rank correlation test. The results of this research show that, consequtively, correctness and usability are the most prioritized quality factor by users. In addition, from the validity assesmnet of McCall quality factors and their indicators, we found that only correctness and usability which have a statistical correlation. The significance level of correctness is 0.096 for both Kendall Tau and Spearman Rank, then the significance level of usbility is 0.004 and 0.003 for Kendall Tau and Spearman Rank, respectively (level of singnification must be <0.1).
