Using theory management from George Terry namely planning, organizing, actuating, and controlling and theory of education of characters by Thomas Lickona. Values character interpreted according to 18 values character from Ministry of National Education. This research uses approach qualitative with type case studies. Subject chosen based on specific criteria (purpose sampling). Data collection techniques using technique observation, interviews, and documentation. Research result shows that the management process in the program of characters of education at Nurul ' Ilmi Private High School apply functions of management in the form of (1) Planning , namely compound character educational program objectives, determine of educational program objectives and composition steps implementation of character educational programs, (2) Organizing, structure of organization of Head school , deputy principal for student affairs, teachers, and students , (3) Actuating in the form of commanding, motivation, communication, and coordinating, (4) Supervision done in a direct and comprehensive way. (5) Evaluation uses formative and summative. The values to teach in Nurul 'Ilmi private high school in padangsidimpuan to facing the challenges of modernity in the era of globalization are (a) adaptive and flexible (b) discipline, (c) integrity and responsibility, (d) independence dan courage, (e) critical and creative thinking, (f) like to read, (g) collaborative and communicative, and (h) hard work and leadership} }
