In government institutions such as the Office of the Ministry of Religious Affairs, Yogyakarta City, HRD is needed to enable employees to manage both physical and digital records effectively and efficiently. However, in reality, records management at this office is still not running well. Many records are poorly organized, storage facilities are inadequate, and employee training is rarely conducted. Additionally, some employees are not yet familiar with digital archiving technologies, resulting in less effective work performance. Yet, records are crucial as they function as legal evidence, sources of information, and the memory of the organization. Therefore, proper HRD strategies are needed to improve the archiving system and support overall work performance. This research uses a qualitative method with a descriptive approach aimed at understanding phenomena deeply and contextually. The research seeks to obtain a comprehensive understanding of the research object. The subjects were selected based on the principle know, understand, experience with five informants consisting of the Head of Office, Head of Administrative Affairs, General Archivist, Educational and Madrasah Archivist, and Hajj Affairs Archivist. Data were collected through interviews, observation, and documentation. The data analysis technique used is Miles and Huberman?s model, which includes data condensation, data display, and data verification. Data validity was ensured through source and technique triangulation. The results of the study indicate that the human resource development strategy at the Office of the Ministry of Religious Affairs of Yogyakarta City has been implemented through systematic planning, adaptive execution, and continuous evaluation. The development is carried out in three main forms: individual development through technical training, mentoring, and socialization; positional development through training in archive digitization and the utilization of technologies such as the SRIKANDI application and Google Drive; and organizational development through qualification-based recruitment, inpassing mechanisms, and competency tests. The HR development pattern applied refers to the classical and strategic models, although it has not fully reflected an integrative approach. The challenges faced include limited budget, uneven training frequency, and suboptimal coordination among work units. Nevertheless, the HR development efforts have contributed to improving the effectiveness of archive management, both physical and digital, as part of the administrative transformation towards a more professional and accountable public service.
