N2  - The Social Inclusion-Based Library Transformation Program (TPBIS) is a development in libraries with the aim of promoting literacy for welfare. The implementation of the TPBIS program is regulated in National Library Regulation Number 3 of 2023 concerning Social Inclusion-Based Library Transformation. This study aims to analyze the implementation of the TPBIS program at the Archives and Library Department of Nganjuk Regency using the S.R. Ranganathan Five Laws of Library Science theory. The research method employs a qualitative approach with a case study design. Data analysis follows the Miles and Huberman model, comprising data reduction, data presentation, and data verification. Data validity was tested using source triangulation, technique triangulation, and time triangulation. The research results are presented descriptively and explained in detail. The contextualization of the TPBIS program with S.R. Ranganathan's theory can be seen from the first law, which states that the implementation of the program is based on the books owned by the library. The second law regarding the legal basis for the implementation of the TPBIS program at the Nganjuk Regency Archives and Library Office does not have a legal basis from the region in the implementation of the TPBIS program. The third law of library collections is maximized in the implementation of the TPBIS program, including the library collection procurement and evaluation system, by providing forms distributed to library users. The fourth law is that libraries are closer to the community by maximizing the potential of village libraries. The fifth law is that libraries continue to evolve in response to community needs and the expansion of library functions
