N2  - This study was motivated by the high number of school dropouts in
Dharmasraya Regency, particularly in Sembilan Koto District. Despite the local
government having implemented various policies, such as the Regional Regulation on
Compulsory Nine-Year Education, allocating a minimum of 20% of the Regional
Budget (APBD) to the education sector, and educational assistance programs like the
Regional BOS and scholarships, the reality on the ground shows that these policies
have not fully addressed the issue of school dropouts. This phenomenon not only
impacts the inequity of access to education but also weakens the internalization of
Islamic values among the younger generation. Therefore, this study aims to analyze
the role of the local government in addressing school dropouts by emphasizing the
importance of integrating Islamic values into education. Using a descriptive
qualitative approach, data was collected from 19 schools, 15 elementary schools
(SD), 3 junior high schools, and 1 senior high school (SMA), students, APS, the
community, and the government (Education Office) through observation, in-depth
interviews, and documentation.
The results of the study indicate that the role of local governments in
addressing school dropouts is still not optimal. This is evident from the absence of
specific policies directly aimed at preventing school dropouts, budget constraints
despite allocations meeting the minimum standard of 20% of the local budget, and
weak coordination between local governments and religious-based educational
institutions. On the other hand, PAI teachers focus more on cognitive aspects in
teaching, resulting in insufficient efforts to build students' awareness and motivation
to continue their education. Therefore, an integrated policy between formal education
and the cultivation of Islamic values is needed to make efforts to address school
dropouts more effective.
