This is reflected in the dominance of traditional teacher-centered methods and minimal participation from fifth-grade students. This research aims to implement a HOTS-based learning model as a best practice to improve the quality of the learning process and student outcomes. The results show that the application of this model gradually enhances students' critical and creative thinking abilities as well as their active participation in learning. Therefore, the HOTS model is effective as an innovative strategy to improve the quality of Indonesian language learning in elementary schools. This study uses a qualitative approach with a descriptive-exploratory case study method at SDN Kowangbinangun to examine the implementation of the Indonesian language learning model based on High Order Thinking Skills (HOTS) in developing critical and creative thinking skills of fifth grade students. Data were collected through observation, interviews, and documentation, then analyzed using the interactive model of Miles and Huberman (data condensation, data presentation, and verification). Data validity was maintained through triangulation and member checking. SDN Kowangbinangun was chosen because it has implemented innovative HOTS-based learning. The results of this study are expected to provide a contextual overview of learning practices that can be adapted in other elementary schools. The results of the study obtained: 1) The role of HOTS-based Indonesian language learning in facilitating students' critical and creative thinking skills is: as a means of critical thinking practice, as a medium for developing imagination, as a means of strengthening argumentation skills; 2) The constructivist approach with the Problem Based Learning and Project Based Learning models is the best practice for facilitating critical and creative thinking skills of fifth grade elementary school students; 3) Supporting factors in the implementation of HOTS-based Indonesian language learning models in facilitating students' critical and creative thinking skills have succeeded in encouraging students to think critically and creatively thanks to teacher understanding, teacher and student motivation, facilities, and student independence. On the other hand, there are inhibiting factors such as inadequate planning, assessments that do not match the HOTS level, and a classroom culture that does not support open discussion.
