However, in practice, the implementation of agricultural zakat at the grassroots level has not fully referred to and complied with these formal regulations. This research is motivated by the gap between the formal provisions in the agricultural zakat nisab policy and the actual practices carried out by farmers in Cimanggu Village, Sukabumi Regency. This village was chosen because it is one of the implementation locations for the Food Barn Program by BAZNAS which has been considered successful in empowering agricultural-based mustahik. This research seeks to examine the zakat practices carried out by farmers and analyze their relevance to the applicable zakat policy. This study employed a qualitative research method with a case study approach. Data were collected through interviews, focus group discussions (FGDs), field observations, document reviews, and documentation. Informants included farmers assisted by BAZNAS (The National Board of Zakat), empowerment program facilitators, and the person in charge of the BAZNAS Food Barn program. Data analysis techniques included data reduction, data presentation, and conclusion drawing. William N. Dunn's analytical theory was used to map policy gaps, evaluate the effectiveness of formal regulations, and formulate alternative improvements. The results of the study indicate that the practice of agricultural zakat in Cimanggu Village is carried out informally, based on local values and guidance from local religious leaders with a nisab that does not refer to PMA No. 52 of 2014. It is also known that formal zakat institutions are not fully present in the education process or involved in the distribution of agricultural zakat. On the other hand, the Food Barn Program by BAZNAS has succeeded in increasing farmers' income and social awareness, although it has not been fully able to encourage compliance with zakat regulations. Therefore, a more adaptive, educational, and collaborative policy approach is needed so that agricultural zakat can play a more optimal role in improving farmers' welfare.
