This situation creates the potential for abuse of executive authority if not balanced by effective oversight mechanisms. The House of Representatives (DPR), as the legislative body, has an oversight function aimed at ensuring that executive policies align with the interests of the people and adhere to the principles of constitutionalism. However, in practice, this oversight function often faces challenges in the form of weak planning, overlapping regulations, and limitations in the implementation of oversight rights such as the rights of interpellation, inquiry, and budget. The problem is further complicated by the emergence of controversial executive policies, such as the issuance of presidential regulations regarding the increase in BPJS (Social Security) contributions during the pandemic and land regulations in the National Capital (IKN). These policies demonstrate the tension between government interests and the protection of public rights. In this context, the House of Representatives (DPR) is required to optimally carry out its oversight function to ensure policies do not deviate from the law, justice, and public aspirations. Weaknesses in oversight have implications for legal uncertainty, social conflict, and weakened public trust in the constitutional system. From a political science perspective, the DPR's oversight function rests not only on the principle of checks and balances in constitutional theory, but also on Islamic sharia values that emphasize justice, public welfare, and the responsibility of leaders. This principle emphasizes that power should not be absolute and must be constantly monitored to achieve fair and transparent governance.
