The background to the problem lies in the tension between the strong belief of the community that circumcision is part of Islamic law and custom (resam), and the official ban that considers this practice dangerous. The main focus of this study is to describe how female circumcision is carried out in Sei Limbat Village and to analyze the socio-cultural factors that lead the local community to continue upholding this practice. This study uses qualitative methods with a field research approach to gain an in-depth understanding of the phenomenon from the perspective of the community. Data collection was carried out through interviews, observation, and documentation. The collected data was then analyzed using two main theoretical frameworks: Talcott Parsons' Structural Functionalism theory to examine the social function of circumcision practices in maintaining community stability, and Stella Ting-Toomey's Face Negotiation theory to analyze the dynamics of communication and interaction between the parties involved, such as the community and midwives. The results of the study show that the practice of circumcision in Sei Limbat Village has persisted because it has become a “resam,” or religious teaching that has merged with custom and functions as a communal identity. Its implementation has shifted from traditional healers to village midwives and is symbolic in nature—only a light scratch without causing injury—as a form of negotiation between cultural demands and medical ethics.
