"The rise of cases of violence against women and children indicates low legal awareness in society and less than optimal efforts to prevent and assist victims. The Special Region of Yogyakarta, which is known as a women-friendly and child-friendly region by the Ministry of Women's Empowerment and Child Protection, shows a worrying paradox. Data shows that in 2023 Yogyakarta ranks as the sixth province with the highest number of violence against women in Indonesia. The city of Yogyakarta holds the highest record in cases of violence against women and children in all of Yogyakarta. The contradiction between DIY's title and the high rate of violence raises big questions. This phenomenon indicates a serious gap in the implementation of protection for women and children. Based on this background, it becomes very relevant to further examine how the strategic role of the Technical Implementation Unit for the Protection of Women and Children (UPT PPA) of Yogyakarta City in providing assistance for victims of domestic violence and further examine the implications of this role for efforts to alleviate gender inequality.\r\nThe research method used in the thesis is field research with descriptive analysis method. Using a sociological approach, the data collection techniques used in this research are interviews and documentation relevant to the research. Data analysis used in this research is data reduction, data presentation, and drawing conclusions. The analysis was conducted using Soerjono Soekanto's role theory and Mansour Fakih's Gender Injustice.\r\nThe results showed that in assisting victims of domestic violence, UPT PPA Yogyakarta City has 3 strategic roles. First, the role of prevention in the form of counselling, seminars, and social campaigns. Second, the role of assistance through medical, psychological, legal, social assistance, and the provision of safe houses. Third, the role of resocialisation through mediation assistance, relocation, skills training, educational assistance, and monitoring and evaluation. If analysed using Soerjono Soekanto's role theory, the UPT PPA of Yogyakarta City plays a holistic and layered role in assisting victims of domestic violence. Although what happens in the field is still not optimal. In addition, this strategic role is also an effort to alleviate gender inequality. UPT PPA succeeded in dismantling subordination and breaking marginalisation. However, in terms of fighting negative stereotypes, the efforts made are less than optimal.
