In the pursuit of strategies implemented by the manager, there are also several obstacles which are divided into internal and external obstacles. The following are internal constraints: no collection processing, no clear circulation, no learning outcome report book, no long-term activity timeline, and no mapping of collection needs for students. External constraints: adjusting the time of activities at TBMs with fullday scholl programs at students' schools and synergizing massively with parents. The existence of several obstacles experienced by the manager of the Al-Rosyiqul Zhafira TBM in an effort to foster children's interest in reading, the researcher has suggestions, among others: make a design of activities accompanied by a long-term timeline, procurement of report books or student learning outcomes, planning and execution for processing book collection materials, conducting scheduled and comprehensive evaluations with elements of the community, rebuilding massive and intense communication with guardians of student participants.} }
