This fact is interesting to study because the policy applies in a pluralistic society. This study questions why sharia-based local regulations have become the policy of the West Lombok regional government. How do local elites play a role and what strategies do they use to influence the formation of sharia-based local regulations? Furthermore, how does the community respond to the implementation of sharia-based local regulations? This study aims to analyze Sharia-based local regulations in West Lombok using a qualitative approach with a normativeempirical research method (applied law research) and refers to the theory of legal norm hierarchy, the theory of power-knowledge relations, and political system theory as well as threat theory as analytical tools. This study obtained primary data through interviews and legal documents, while secondary data was obtained from books or literature related to legal politics, various research results, articles, and other studies. After the data was collected, it was qualified, verified, and then conclusions were drawn from the analysis to answer the research questions. This study found three things: First, the existence of Sharia regulations in West Lombok Regency is the result of a dialectic between rationality-religiosity and flexibility-interpretation, namely the adoption of Islamic values into regulations through a legislative process based on the interpretation of Article 11 Paragraph (1) and Article 12 Paragraphs (1) and (2) of Law No. 23 of 2014 on Regional Government. Although Article 10 Paragraphs (1) and (2) state that regulations concerning religion are the absolute authority of the central government, the local government still formed sharia regulations based on the principle of decentralization. Second, the formation of sharia regulations in West Lombok Regency was greatly influenced by formal religious elites who utilized the power they obtained through symbolic social and formal structural religious authority. Armed with political power, they wield considerable influence. However, the implementation of Sharia regulations heavily depends on the political system to secure legitimacy. Third, the response of the West Lombok community to the presence of sharia regulations is polarized into two groups, namely those who reject and those who support them. Those who reject them are non-Muslims who, although they do not feel threatened, are nevertheless anxious and concerned about the implementation of sharia regulations.} }
