"The enactment of Sharia-inspired local regulations in West\r\nLombok Regency is a manifestation of Islamic values in public\r\npolicy. This fact is interesting to study because the policy applies in\r\na pluralistic society. This study questions why sharia-based local\r\nregulations have become the policy of the West Lombok regional\r\ngovernment. How do local elites play a role and what strategies do\r\nthey use to influence the formation of sharia-based local\r\nregulations? Furthermore, how does the community respond to the\r\nimplementation of sharia-based local regulations?\r\nThis study aims to analyze Sharia-based local regulations in\r\nWest Lombok using a qualitative approach with a normativeempirical\r\nresearch method (applied law research) and refers to the\r\ntheory of legal norm hierarchy, the theory of power-knowledge\r\nrelations, and political system theory as well as threat theory as\r\nanalytical tools. This study obtained primary data through interviews\r\nand legal documents, while secondary data was obtained from books\r\nor literature related to legal politics, various research results, articles,\r\nand other studies. After the data was collected, it was qualified,\r\nverified, and then conclusions were drawn from the analysis to\r\nanswer the research questions.\r\nThis study found three things: First, the existence of Sharia\r\nregulations in West Lombok Regency is the result of a dialectic\r\nbetween rationality-religiosity and flexibility-interpretation, namely\r\nthe adoption of Islamic values into regulations through a legislative\r\nprocess based on the interpretation of Article 11 Paragraph (1) and\r\nArticle 12 Paragraphs (1) and (2) of Law No. 23 of 2014 on\r\nRegional Government. Although Article 10 Paragraphs (1) and (2)\r\nstate that regulations concerning religion are the absolute authority\r\nof the central government, the local government still formed sharia\r\nregulations based on the principle of decentralization. Second, the\r\nformation of sharia regulations in West Lombok Regency was\r\ngreatly influenced by formal religious elites who utilized the power\r\nthey obtained through symbolic social and formal structural\r\nreligious authority. Armed with political power, they wield\r\nconsiderable influence. However, the implementation of Sharia\r\nregulations heavily depends on the political system to secure\r\nlegitimacy. Third, the response of the West Lombok community to the presence of sharia regulations is polarized into two groups,\r\nnamely those who reject and those who support them. Those who\r\nreject them are non-Muslims who, although they do not feel\r\nthreatened, are nevertheless anxious and concerned about the\r\nimplementation of sharia regulations."^^ .
