Marfuah Sri Sanityastuti, M.Si. abstract: Community empowerment and the development of tourism potential in villages are two inseparable aspects. In this context, the implementation of empowerment communication stages is key to encouraging active community involvement in the tourism development process. The low level of development of Lokajaya Tourism Park in Tengguli Village in the early stages was due to the suboptimal implementation of empowerment communication stages by the Kelompok Sadar Wisata. This study aims to analyse the stages of empowerment communication carried out by the Kelompok Sadar Wisata of Tengguli Village developing Lokajaya Tourism Park as a potential tourist village. The method used is descriptive qualitative research with data collection techniques through interviews, observation, documentation, and literature study, and data validation is carried out through source triangulation techniques. The results of the study show that Kelompok Sadar Wisata of Tengguli Village implements three main stages in the empowerment communication stages, namely: awareness and behaviour formation, transformation of abilities, and intellectual capacity building.
