SIMKAH web is designed to modernize and digitize the marriage registration and recording process. It offers several advantages, including online access, real-time presentation of marriage data, minimizing errors in prospective bride and groom data, and preventing falsification of marriage certificates. Although SIMKAH web offers many benefits, it sometimes faces challenges that impact its implementation. Many KUAs, particularly those in Banjarnegara Regency, experience difficulties accessing the internet, hindering the implementation of SIMKAH web. SIMKAH implementation at KUAs throughout Banjarnegara Regency still faces many weaknesses, preventing optimal service to the public in the field of marriage registration. This research is a descriptive-analytical field research with a juridical approach. Data sources were obtained using several data collection techniques, including interviews with the heads of the KUA (Religious Affairs Office) and KUA staff, direct observations at 20 KUA sub-districts in Banjarnegara, and documentation obtained from interviews and observations at 20 KUA sub-districts. The study identified two factors influencing the implementation of SIMKAH web: supporting factors and inhibiting factors. Supporting factors include qualified human resources, adequate and supportive facilities and infrastructure, and public outreach to the SIMKAH web system. Inhibiting factors include the inability of some human resources to follow and learn about technological developments, inadequate facilities and infrastructure with numerous obstacles, frequent poor internet connection and power outages, and frequent central server downtime, making it inaccessible.} }
