In its implementation, Constitutional Law sometimes requires other laws as a medium to assist it?s own effectiveness in addressing technical issues. This law is called Administrative Law. Administrative Law is a governmental instrument used to regulate various rules related to interactions between the government and the community in everyday life aspects, regardless of their scale, as long as they?re within the scope of said law. One example of such activity is parking management. The research method used in this study is Library Research with a Juridical- Normative approach that describes data based on statutory regulations. The researcher collects legal materials using Library Study technique wherein primary legal materials based on statutory regulations are compared with other legal materials such as legal textbooks, scholarly works, and data from print and electronic media. The analysis in this study is qualitative, conducted through interpretation of the processed legal materials. Based on the research method used, this study reveals that parking regulations in retail business areas are part of the regional government administration carried out by the Yogyakarta City Government as stipulated in several legal instruments. These legal instruments also regulate the authority of the Yogyakarta City Government in the administration and taxation of parking facilities in said retail business areas. Unfortunately, there are still some legal loopholes found in these instruments, potentially leading to legal problems such as ambiguous provisions and overlapping authorities.} }
