"The administration of governmental and state duties in a rule of a country,\r\nsuch as Indonesia, is regulated by legal provisions written in the constitution as well\r\nas regulations compiled within the framework of Constitutional Law. In its\r\nimplementation, Constitutional Law sometimes requires other laws as a medium to\r\nassist it’s own effectiveness in addressing technical issues. This law is called\r\nAdministrative Law. Administrative Law is a governmental instrument used to\r\nregulate various rules related to interactions between the government and the\r\ncommunity in everyday life aspects, regardless of their scale, as long as they’re\r\nwithin the scope of said law. One example of such activity is parking management.\r\nThe research method used in this study is Library Research with a Juridical-\r\nNormative approach that describes data based on statutory regulations. The\r\nresearcher collects legal materials using Library Study technique wherein primary\r\nlegal materials based on statutory regulations are compared with other legal materials\r\nsuch as legal textbooks, scholarly works, and data from print and electronic media.\r\nThe analysis in this study is qualitative, conducted through interpretation of the\r\nprocessed legal materials.\r\nBased on the research method used, this study reveals that parking\r\nregulations in retail business areas are part of the regional government administration\r\ncarried out by the Yogyakarta City Government as stipulated in several legal\r\ninstruments. These legal instruments also regulate the authority of the Yogyakarta\r\nCity Government in the administration and taxation of parking facilities in said retail\r\nbusiness areas. Unfortunately, there are still some legal loopholes found in these\r\ninstruments, potentially leading to legal problems such as ambiguous provisions and\r\noverlapping authorities."^^ .
