        abstract = {The legislation and regulation in the Special Region of Yogyakarta (DIY) must be grounded in the continuity of cultural heritage and the strengthening of Yogyakarta?s identity, which is deeply rooted in the noble values of Javanese culture as its socio-political foundation. Yogyakarta is a region that perpetuates the cultural heritage and local wisdom of the Javanese people. The philosophy of Hamemayu Hayuning Bawana embodies the noble value of the obligation to protect, preserve, and nurture the well-being of the world. The ?world? in this context encompasses the family, society, and the environment, prioritizing the collective welfare over individual interests. This philosophy serves as the foundation for the formulation of spatial planning regulations in Yogyakarta. From this formulation, several core issues arise regarding the implementation of the Hamemayu Hayuning Bawana philosophy in the spatial planning regulations of DIY, as well as whether this philosophy can realize the revitalization of DIY?s cultural values within Yogyakarta?s spatial planning framework
This research employs a normative legal research method, utilizing the theory of the legal system. The type of thesis writing applied in this study is based on a literature review, combined with a philosophical approach. The philosophical approach involves examining statutory regulations as the primary legal materials, while literature such as books and scholarly works serve as secondary sources, and encyclopedic dictionaries are used as tertiary sources.
The results of this research indicate that Regional Regulation Number 10 of 2023 has implemented the philosophy of Hamemayu Hayuning Bawana in the spatial planning policy of the Special Region of Yogyakarta (DIY). This philosophy embodies the vision of a prosperous, just, and equitable society by positioning DIY as a center of culture, education, and an international tourism destination, while prioritizing the harmony of land, sea, and air spaces, the region?s special status, and environmental harmony based on Pancasila. This aligns with the objectives of the Yogyakarta Sultanate and the Pakualaman Duchy in preserving and developing Yogyakarta?s culture, which is realized through the maintenance, utilization, development, and reinforcement of values, norms, customs, and noble traditions deeply rooted in the community of DIY.}
