However, the main problem with Tapera (People's Housing Savings), as regulated in Government Regulation No. 21 of 2024, is the potential additional financial burden on workers and concerns about transparency and fund management. Many believe this policy burdens workers, especially those in low-income positions, due to salary deductions for Tapera contributions. Furthermore, there are concerns about its effectiveness and potential overlap with existing housing programs. This study analyzes the Tapera policy using a progressive legal approach and a maslahah mursalah perspective. The research method used is a normative juridical approach with a qualitative approach to comprehensively analyze the complexity of the Tapera policy. Data were collected through an in-depth literature review and analysis of policy documents related to Tapera, examining applicable regulations, progressive legal literature, and the concept of maslahah mursalah in Islamic jurisprudence. This approach allows researchers to integrate modern legal and sharia perspectives to understand the justification and implementation of this mandatory housing savings program. The research results show that Tapera has implemented progressive legal principles through a substantive justice approach that accommodates the low economic conditions of communities and demonstrates responsibility for socio-economic dynamics. This program is supported by ecosystem stability, institutional ecosystem integration, and the use of digital technology, but faces challenges of coordination complexity and community resistance. From the perspective of maslahah mursalah, Tapera's contribution obligation can be justified according to sharia because it meets basic housing needs (daruriyyat) and creates public welfare, where the long-term benefits of home ownership and equitable access to housing outweigh the benefits of mafsadat in the form of additional financial burdens. %Z Dr. Moh.
