Using a dynamic panel data approach with the Generalized Method of Moments (GMM), the results indicate that labor has a significant negative effect on ICOR, education has a negative but insignificant effect, interest rates have a significant positive effect, and government expenditure has a positive but insignificant effect. These findings suggest that higher labor participation enhances investment efficiency, whereas rising interest rates tend to reduce it. Therefore, well-aligned policies in labor, education, and monetary sectors are essential to foster sustainable investment efficiency in Java Island.} }
