abstract: This study assesses the impact of economic and development variables on the Human Development Index (HDI) in seven representative Province from Indonesia's main islands during the period 2016-2023. The focus of this study is on four independent variables: Gross Regional Domestic Product (GRDP), poverty rate, unemployment rate, and Foreign Direct Investment (FDI), as well as including a COVID-19 dummy variable to analyze the differences in the situation before and after the pandemic. Through panel data analysis using the Fixed Effects Model (FEM), this study found that poverty and unemployment have a significant negative impact on the Human Development Index, while Regional Domestic Product and Foreign Direct Investment have no significant effect. The COVID-19 dummy variable shows a significant positive effect on the Human Development Index. These findings provide new insights into the unbalanced relationship between economic growth and human development across Indonesia's main islands. This study emphasizes the importance of comprehensive and regionally balanced development policies that do not only focus on economic output.
