Zainal Arifin Ahmad, M.Ag. abstract: In ensuring that the internal MGMP is a forum for increasing the competence of superior and innovative teaching staff in order to realize quality learning in educational units, the application of strategic management principles by madrasa heads is a strategic step. This has also been implemented at MAN 1 Jember, namely internal MGMP strategic management in improving the competence of teaching staff. This research aims to: (1) Analyze the thoughts of madrasa heads regarding the ideal competencies of teaching staff at MAN 1 Jember. (2) Analyzing the perception of madrasah heads regarding the role of internal MGMP in improving the competence of teaching staff at MAN 1 Jember. (3) Analyzing the strategic management of madrasah heads in improving the competency of teaching staff through internal MGMP at MAN 1 Jember. The author in this research used a descriptive qualitative method with a case study type. Data collection techniques include participant observation, semi-structured interviews and documentation studies. Data analysis is carried out through data collection, data condensation, data presentation and drawing conclusions. To ensure the validity of the research data, the author uses a validity test through triangulation techniques of sources, techniques and time. Based on the research results, it was found that: (1) The thinking of madrasah heads reflects a holistic and visionary paradigm. The ideal competency of teaching staff is seen as a dynamic ecosystem, where competency standards covering pedagogical, professional, social and personality aspects are encouraged to be achieved through comprehensive strategy design with the ultimate goal of improving the quality of learning and sustainable professionalism. (2) The head of the madrasah views the internal MGMP as an engine that drives the professional development of teaching staff which is structured and oriented towards improving the quality of the process and real learning outcomes. (3) The strategic management of the madrasa head has developed a system for increasing the competency of teaching staff based on internal MGMP.
