The Office of Religious Affairs (KUA) of Kutoarjo Subdistrict, as the authorized institution for marriage registration, holds a strategic role in realizing this principle. Based on data from the Central Bureau of Statistics (BPS) of Purworejo Regency in 2024, KUA Kutoarjo recorded 360 marriage events, a relatively high number compared to other subdistricts in Purworejo. This condition indicates the heavy workload borne by KUA Kutoarjo in providing public services to the community. This research aims to examine how the principle of openness is implemented in marriage registration services at KUA Kutoarjo, as well as to identify the supporting and inhibiting factors in its implementation. This study is a field study using a juridical-empirical approach. The juridical approach is employed to analyze the legal framework, including Government Regulation No. 59 of 2018 concerning Types and Tariffs of Non-Tax State Revenue Applicable to the Ministry of Religious Affairs, while the empirical approach observes its practical implementation. Data collection techniques consist of interviews with KUA officials and the public, direct observation of marriage registration activities, and document analysis supported by relevant literature review. The theoretical framework used in this research is the General Principles of Good Governance (AUPB), emphasizing the principle of openness as the cornerstone of transparency in public administration, in conjunction with the theory of public policy implementation. The research results reveal that the implementation of the openness principle in marriage registration services at KUA Kutoarjo has contributed positively to service effectiveness, accountability, and community trust. Government Regulation No. 59 of 2018 supports a more transparent and accountable service system, though obstacles persist, particularly in limited public access to information, uneven digital literacy, and resource constraints. Despite the abolition of the role of the Marriage Registrar Assistant (P3N), community dependency on intermediaries remains. Consequently, KUA Kutoarjo needs to strengthen communication and socialization through digital platforms, community outreach, and collaboration with local stakeholders to enhance public awareness and achieve comprehensive realization of openness.} }
