These products are classified as pharmaceutical preparations whose use requires a doctor's prescription. Such conditions cause harm to consumers because business actors disregard legal provisions, particularly the Health Law, regulations issued by BPOM, and the Consumer Protection Law. This study analyzes the regulatory framework for legal protection of consumers and the mechanisms for dispute resolution available to consumers who suffer losses. This research employs a normative juridical method (statute approach) by examining relevant legislation, doctrines, and academic literature. It adopts a descriptive-analytical character, which describes legal facts as they are and analyzes them to identify the ideal legal conditions expected. The theories used in this study include consumer protection theory, legal certainty theory, and liability theory. The findings of this study show, first, that legal protection for consumers consists of both preventive and repressive measures. Preventive protection is carried out through the supervision of distribution licenses, restrictions on hazardous substances, monitoring of online sales by BPOM, and the role of PPMSE in ensuring the safety of circulating products. Repressive protection is implemented through the enforcement of the Consumer Protection Law and the imposition of liability based on the principle of strict liability. Second, dispute resolution may be pursued through litigation in court or non-litigation mechanisms through BPSK. However, the effectiveness of BPSK remains limited in summoning business actors, and the Consumer Protection Law does not explicitly regulate immaterial compensation.
