"The growing vulnerability of families and the increasing number of\r\ndivorce cases prompted the Regional Government of Kulon Progo to establish the\r\nFamily Resilience Clinic in 2017 as a space for mediation and early intervention\r\nin household conflicts. Of the five clinics currently operating, Giripurwo has\r\nbecome the area with the highest and most consistently recorded number of cases\r\neach year. This situation raises two possibilities: either public awareness of\r\naccessing the service has increased, or the existing services are not yet optimal in\r\npreventing divorce. Meanwhile, many regions in the Special Region of Yogyakarta\r\nstill do not have similar services, making Giripurwo a strategic location to assess\r\nthe extent to which this clinic model is effective and can be replicated.Various\r\ngovernment programs—such as Bimbingan Perkawinan (Bimwin), pre-divorce\r\nmediation, and BP4 counseling—remain formal in nature and are often accessed\r\ntoo late, whereas the presence of clinics at the village level offers a\r\ncomplementary function that has not been widely studied. This is what drives the\r\npresent research to examine the effectiveness of the Giripurwo Family Resilience\r\nClinic using Lawrence M. Friedman‟s legal effectiveness framework (structure,\r\nsubstance, and legal culture) along with al-Būṭī‟s concept of maṣlaḥah. The study\r\naims to answer how the clinic‟s services operate, the extent to which they are\r\nutilized by the community, and the supporting and inhibiting factors in reducing\r\nconflict and divorce.\r\nThis research was conducted in Giripurwo, Girimulyo District, Kulon\r\nProgo. It is a field study with a descriptive-analytical character, using an\r\nempirical approach, considering that divorce issues cannot be separated from\r\ntheir social context. Data were collected through interviews, observations,\r\ndocumentation, and questionnaires.\r\nThe results of the study indicate supporting factors: the role of village\r\nofficials and government-community cooperation. Inhibiting factors: counselor\r\ncapacity, counseling discomfort, cases of minors, lack of psychological facilities\r\nand family resilience, and the need for clear AD/ART. The effectiveness of the\r\nimplementation of Family Resilience Clinic Services in Giripurwo can be\r\nconcluded as not yet effective in reducing the divorce rate in Giripurwo.
