KRT Adi Heru Sutomo, M.Sc. %T PROBLEMATIKA PENERAPAN SISTEM JAMINAN KESELAMATAN, KESEHATAN DAN KEAMANAN (SJK3) PESANTREN DI DAERAH ISTIMEWA YOGYAKARTA %X The Safety, Health, and Security Assurance System (SJK3) serves as a vital instrument in creating a safe, healthy, and riskresponsive educational environment. However, the implementation of SJK3 in Islamic boarding schools (pondok pesantren), particularly in the Special Region of Yogyakarta (DIY), continues to face numerous challenges. Various incidents, such as fires, food poisoning, and the lack of adequate infrastructure and safety procedures, reveal weaknesses in the system’s application, even though national and regional regulations have established safety, health, and security standards for educational institutions. This study aims to address four main issues. First, it analyzes the gap between regulatory norms and the actual implementation of SJK3 as stipulated in Law No. 18 of 2019 on Pesantren, Law No. 13 of 2003 on Manpower, Government Regulation No. 50 of 2012 on the Occupational Safety and Health Management System (SMK3), Minister of Manpower Regulation No. 5 of 2018 on Occupational Health and Safety in the Work Environment, Minister of Religious Affairs Regulation No. 30 of 2020, Yogyakarta Regional Regulation No. 10 of 2022, and Governor Decree No. 10 of 2002. Second, it examines the role of the regional government and the Ministry of Religious Affairs in carrying out their regulatory, facilitative, and supervisory functions in implementing SJK3 within pesantren environments. Third, it explores the internal contributions of pesantren— particularly the roles of kiai, caretakers, teachers, and dormitory managers—in cultivating a safety culture and risk management system. Fourth, it identifies the main inhibiting factors and challenges, including juridical, institutional, cultural, and epistemological dimensions, that hinder effective implementation, while proposing a possible SJK3 model based on the values of Maqāṣid al-Syarī‘ah contextualized to the pesantren setting. This research employs a qualitative descriptive approach using case study methods across five pesantren representing the five regencies/cities of the Special Region of Yogyakarta. Data were collected through field observation, in-depth interviews, and document analysis, and then analyzed thematically to identify gaps and best practices. The findings indicate that most pesantren lack basic safety facilities such as fire extinguishers (APAR), first aid kits (P3K), evacuation routes, and integrated Standard Operating Procedures (SOPs). The roles of the regional government and the Ministry of Religious Affairs remain largely administrative and have yet to address technical aspects such as disaster mitigation training, safety audits, and infrastructure support. The awareness of pesantren administrators toward occupational safety and health is still incidental and reactive, constrained by limited technical capacity, human resources, and funding. Major obstacles include low safety literacy, the absence of specific technical regulations for pesantren, weak inter-stakeholder coordination, and insufficient financial support. This study recommends the formulation of contextual SJK3 technical guidelines and SOPs suited to pesantren characteristics, regular training for administrators and students, and strengthened governmental roles in technical guidance, tiered supervision, and dedicated budget allocation. Collaboration among government institutions, pesantren, and civil society is crucial to establishing a comprehensive, adaptive, and sustainable safety and health system rooted in the values of ḥifẓ al-din, ḥifẓ al-nafs, ḥifẓ al-‘aql, ḥifẓ al-nasl, and ḥifẓ al-mal within the framework of Maqāṣid al-Syari‘ah. %K SJK3; keselamatan; kesehatan; pesantren; Maqasid al-Syarī‘ah, %D 2025 %I UIN SUNAN KALIJAGA YOGYAKARTA %L digilib75214
