The conceptual model was developed by adapting the Unified Theory of Acceptance and Use of Technology (UTAUT) framework, which was expanded into three main dimensions: technological determinants (performance expectancy, effort expectancy, perceived risk), personal determinants (hedonic motivation, habit, personal innovativeness in technology, digital trust), and environmental determinants (facilitating conditions, electronic word of mouth [e-WoM], social influence). In addition, digital financial literacy was tested as a moderating variable that strengthens the relationship between intention and actual behavior in digital ZIS payments. This research employs a quantitative design using primary data from an online questionnaire survey administered to 369 respondents from 32 provinces in Indonesia who had previously paid ZIS through digital platforms. The collected data were analyzed using the Partial Least Squares–Multi-Group Analysis (PLS-MGA) method with the assistance of SmartPLS 4 software to identify and compare the determinants influencing digital ZIS payment adoption between urban and suburban communities. Overall, the results show that the adoption behavior of digital ZIS payments is determined primarily by intention to use, and this intention is positively and significantly influenced by performance expectancy, effort expectancy, habit, personal innovativeness in technology, digital trust, and e-WoM, while perceived risk has a significantly negative effect. Conversely, hedonic motivation and facilitating conditions do not significantly affect the intention to pay ZIS digitally. The multigroup analysis reveals interregional differences, in which perceived risk has a significant negative effect among suburban communities but is not significant among urban communities. Effort expectancy is also significant only for the suburban group, whereas e-WoM shows a specifically significant effect among urban communities. These findings confirm the presence of variation in digital ZIS adoption determinants based on regional characteristics. Additionally, digital financial literacy was found to strengthen the relationship between intention and actual digital ZIS payment behavior in both community groups. This study enriches the UTAUT literature by integrating variables such as personal innovativeness, perceived risk, digital trust, and e- WoM into the three main determinants (technological, personal, and environmental) and by introducing digital financial literacy as a moderating variable, thereby producing a more comprehensive and capable conceptual model in explaining digital ZIS payment adoption behavior in Indonesia. The findings highlight that improving digital financial literacy—alongside strengthening technological, personal, and environmental aspects—is an essential prerequisite for promoting the sustainability of digital ZIS service adoption.
