This phenomenon illustrates how popularity has become a form of political capital in the recruitment of legislative candidates by political parties, thereby affecting representation and the effectiveness of the legislative institution. Such conditions raise normative questions concerning the role of the House of Representatives as a legislative, budgetary, and oversight institution, as well as the extent to which the presence of entertainment figures influences the quality of legislative outputs and institutional effectiveness.The theoretical framework of this research is built upon three main foundations: the theory of political party functions, the theory of representation, and the theory of maslahah mursalah. The theory of political party functions is employed to understand the role of political parties in recruitment and cadre development. The theory of representation is used to analyze the quality of representation produced, while the theory of maslahah mursalah is applied to assess the presence of entertainment figures elected to the House of Representatives from the perspective of public interest and Islamic legal principles.  This undergraduate thesis adopts a library research methodology, utilizing and analyzing secondary data derived from books, academic journals, and scholarly works. Data analysis is conducted using a qualitative approach, incorporating primary legal sources such as Article 20A of the 1945 Constitution of the Republic of Indonesia concerning the functions of the House of Representatives, Law Number 13 of 2019 on the People‟s Consultative Assembly, the House of Representatives, the Regional Representative Council, and Regional House of Representatives (MD3 Law), as well as General Election Commission Decision Number 1206 of 2024. Secondary data sources include relevant statutory regulations.  The findings indicate that while the participation of entertainment figures may enhance public political participation, their presence also has the potential to undermine the quality of the House of Representatives as a legislative institution if not accompanied by adequate political competence and integrity. Political parties therefore hold a strategic role in ensuring high-quality cadre development processes and the consistent application of ethical standards. From the perspective of maslahah mursalah, the presence of entertainment figures in parliament is acceptable insofar as it generates benefits for the broader society and does not conflict with the principles of Islamic law and the constitution.
