Although Kemendagri claims the CL aims to improve efficiency, many parties, including the House of Representatives Commission II and political experts, warn that it may facilitate the politicization of power. This study employs a library research methodology with a descriptive-analytical approach and a normative juridical framework. The legal materials comprise primary, secondary, and tertiary data. A qualitative analysis is conducted using the Siy{\=a}sah Dust{\=u}riyyah (Islamic Constitutional Politics) theory to address the research problem concerning the CL No. 821/5492/SJ/2022. The findings indicate that, according to Siy{\=a}sah Dust{\=u}riyyah, the circular is feared to lead to Abuse of Power (misuse of authority) by Pj., Plt., Pjs., and incumbent Regional Heads in the upcoming elections. Political observers emphasize that this policy risks centralization of power and transforming regional officials into political instruments within a highly dynamic environment.} }
