Rizal Qosim, M.Si. %T DEKLINASI DEMOKRASI DALAM KONTESTASI PEMILIHAN WALI KOTA SEMARANG TAHUN 2020 %X This research is motivated by the phenomenon of a single candidate pair in the 2020 Semarang Mayoral Election, namely H. Hendrar Prihadi and Hevearita Gunaryanti Rahayu, who were supported by almost all political parties in the parliament. This condition eliminated political competition, a core element of electoral democracy, and restricted voters' choices to either the single candidate pair or an empty box. This phenomenon potentially diminishes the quality of local democracy and reflects the weak recruitment and regeneration functions of political parties. Therefore, this study aims to analyze the factors causing democratic declination in the 2020 Semarang Mayoral Election and to examine the single candidate phenomenon from the perspective of al-maṣlaḥahatul-’āmmah. The research method employed is empirical legal research (field research). The research approaches applied include the statute approach, conceptual approach, Data were collected through interviews and related documents, then analyzed qualitatively in depth. The results indicate that the single candidate phenomenon in Semarang was triggered by the strong hegemony of the incumbents and the failure of political parties to perform their functions of regeneration and political education. This implies a substantive declination of democracy due to the loss of alternative choices for the people in determining their leader. From the perspective of al-maṣlaḥahatul-’āmmah, this condition signifies a shift from the public interest toward group interest (maṣlaḥah khāṣṣah).
