"Domestic violence (KDRT) remains a serious form of gender-based violence in\r\nIndonesia, particularly affecting women. Although the state has provided a legal\r\nframework through Law Number 23 of 2004 on the Elimination of Domestic\r\nViolence, empirical practices demonstrate a recurring tendency of victims to\r\nwithdraw reports that have already been submitted. This phenomenon indicates\r\nthat victims’ legal decisions cannot be understood solely as juridical matters, but\r\nare also shaped by psychological, social, economic, and familial dynamics.\r\nThis research employs an empirical qualitative research design with a case study\r\napproach conducted at the Women and Children Service Unit (PPA) of the\r\nYogyakarta City Police (POLRESTA Yogyakarta). Primary data were obtained\r\nthrough interviews with investigators handling domestic violence cases in which\r\nreports were withdrawn by the victims, while secondary data were derived from\r\nofficial documents, institutional reports, and relevant literature. Data analysis\r\nwas carried out using thematic analysis, which includes data reduction, data\r\npresentation, and conclusion drawing by linking field findings to the theoretical\r\nframework of family resilience proposed by Froma Walsh.\r\nThe findings reveal that victims’ decisions to withdraw domestic violence reports\r\nare strongly influenced by dimensions of family resilience, particularly family\r\nbelief systems, organizational patterns, and communication processes. Factors\r\nsuch as the meaning attributed by the family to violent experiences, expectations\r\nregarding marital continuity, economic pressures, involvement of extended family,\r\nand internal family communication constitute major considerations in the\r\ndecision-making process. From the perspective of Islamic Family Law, the\r\nwithdrawal of domestic violence reports carries significant implications for the\r\nsustainability of marital relationships, the fulfillment of spouses’ rights and\r\nobligations, and the protection of victims, thereby requiring a more empathetic,\r\ncontextual, and substantively just legal approach."^^ .
