N2  - The waste problem in Polewali Mandar Regency, particularly in Wonomulyo District, remains complex despite the existence of Local Regulation Number 4 of 2018. This phenomenological qualitative study aims to analyze: (1) the reasons why people litter, (2) their mindset about waste, and (3) their response to policies. Data were collected through participatory observation and in-depth in- terviews with 12 key informants, then analyzed using an integrative approach that combines the Theory of Planned Behavior (TPB), Dweck's Mindset Theory, and Van Meter & Van Horn's Policy Implementation Model. The findings show that littering behavior is triggered by pragmatic attitudes, permissive social norms, and low be- havioral control due to a lack of infrastructure. The community's mindset is domi- nated by a fixed mindset in three forms: egocentric (belief in being ?pampered by nature?), apathetic (learned helplessness), and short-term pragmatic. Responses to policies are dominated by neutral attitudes (wait-and-see), followed by limited pos- itive responses and passive resistance, reflecting the failure of policy implementa- tion to build trust and a supportive environment. It is concluded that the root of the problem lies in the interaction between the static mindset of the community and the weaknesses of the policy system. Therefore, the solution requires an integrative ap- proach that simultaneously targets mindset change through contextual education, improved communication and policy consistency, and the provision of adequate in- frastructure.
