This situation is exacerbated when the victims are men, who are often reluctant to report due to barriers of toxic masculinity and fear of stigma related to sexual orientation. The misconception that men cannot be victims further complicates their access to protection and psychological recovery after the incident. The current massive surge in sexual violence cases makes research related to male victimization increasingly urgent and crucial to provide equal attention to female victims. Incomplete treatment of male victims is feared to trigger deep trauma, putting victims at risk of transforming into perpetrators or even sexual predators in the future. Therefore, this study focuses on analyzing the relationship between victims and perpetrators and the factors causing sexual violence against men in East Jakarta. This study was conducted using descriptive field research methods to describe the phenomenon of sexual violence against men. A sociological legal approach was chosen to analyze the alignment between legal regulations and social realities occurring in society. Data collection techniques were conducted through interviews with the East Jakarta Metro Police, the Jakarta Women and Child Protection Unit (UPT PPPA), and the Witness and Victim Protection Agency (LPSK). To dissect this problem, this study applies routine activity theory to examine the relationship between perpetrators and victims leading to the occurrence of sexual violence. Furthermore, Mendelsohn's victim typology concept is also used as an analytical framework to understand the characteristics and position of victims within the legal system they experience. Referring to the results of the research and analysis conducted, it can be seen that the relationship between perpetrators and male victims of sexual violence is a result of the intersection of the perpetrator’s motivation, the victim’s vulnerability, and the lack of a monitoring system. The perpetrators themselves are often people close to the victim who use their authority to manipulate and control the victim. Factors contributing to sexual violence against men also depend on the extent of their participation, whether they are completely innocent, have minor guilt, or are guilty as the offender.
