This is very worrying. The phenomenon of the increasing number of ODGJ in Ngawi District, triggered by economic and social factors, as well as a lack of family understanding, serves as the primary background for this research. The research method used is qualitative with a juridical-empirical approach. Primary data were obtained through interviews with the Ngawi District Social Service and families of ODGJ, along with field observations. Secondary data include relevant laws, regulations, and literature. The results of the study indicate that the Ngawi District Social Service has performed its role as a facilitator in cross-sectoral coordination, ranging from initial handling at the village level and medical examinations at community health centers (Puskesmas) to referrals to social rehabilitation units such as UPT PMKS or Mental Hospitals. This responsibility is manifested through promotive programs such as socialization and the empowerment of District Social Welfare Workers (TKSK). However, challenges remain limited shelter facilities, and difficulties in identifying homeless ODGJ. In the perspective of maslahah mursalah, the government's role is considered to have fulfilled the principles of public interest as it aims to protect human rights, ensure public order, and prevent greater harm (mafsadah) for the patients and their surrounding environment.
