One of the key instruments supporting this improvement is the amil zakat certification mandated by BAZNAS Regulation No. 2 of 2018. The certification aims to ensure that amil personnel possess standardized competencies and are capable of carrying out their duties professionally and responsibly. However, the implementation of this policy varies across regions. LAZISNU Temanggung and LAZISNU Sleman, although both operating under the umbrella of Nahdlatul Ulama (NU), demonstrate significantly different responses to the certification policy, making their cases important to examine in relation to institutional readiness and internal dynamics. This study adopts a qualitative field research approach. Data were collected through interviews, observations, documentation, and library research. The data analysis follows an inductive process using Harvey & Smith?s theory of organizational response and Thorndike?s learning principles (the Law of Exercise and the Law of Multiple Response) to assess how policy stimuli influence institutional behavior. The findings indicate that LAZISNU Temanggung responds to the certification policy in a positive and proactive manner. Continuous internal training, capacity-building programs, and administrative improvements have shaped a stable organizational routine oriented toward professionalism. This pattern aligns with the Law of Exercise, which suggests that repeated practice strengthens the connection between stimulus and response. Conversely, LAZISNU Sleman demonstrates a more cautious and adaptive response. The diversity of human resource capacities, the complexity of its organizational structure, and the absence of clear technical guidelines have led Sleman to adopt alternative strategies such as internal coaching, kaderization, and managerial strengthening prior to implementing certification formally. This adaptive strategy reflects Thorndike?s Law of Multiple Response, where an institution explores various options to find the most suitable response within its local context. Overall, the differing responses of the two institutions do not indicate opposition to the certification policy. Instead, they reflect varying levels of institutional preparedness and contextual conditions. Therefore, implementing amil zakat certification requires a flexible and context-sensitive approach tailored to the unique circumstances of each region.
