This phenomenon creates legal uncertainty and harms bona fide landowners. This situation shows that land registration as an instrument for providing legal certainty is not yet fully effective. This study aims to examine the legal protection mechanism for legitimate land owners in double certificate disputes, analyze the application of the principle of legal certainty and the authority of the National Land Agency in the land registration process, and review the implementation of Maqāṣid asy-Syarīʿah, particularly the principle of ḥifẓ al-māl, in the legal protection of land rights in Indonesia. This study uses a normative legal research method with a statutory approach. The type of research used is library research with a descriptive-analytical nature. Data was obtained through a review of legislation, legal doctrine, scientific literature, and court decisions relevant to the issue of double certificates and the protection of land rights. The analysis was conducted qualitatively to explain the applicable legal norms and their relevance to the values of Maqāṣid asy-Syarīʿah The results of the study show that legal protection for legitimate landowners is normatively available through administrative and judicial mechanisms, but its implementation does not yet fully guarantee legal certainty and fairness. The application of the principle of legal certainty and the exercise of the National Land Agency's authority in land registration still face administrative and supervisory weaknesses, opening up the possibility of double certificates.
